About Paul Carroll and Sarah Atkins

Paul Carroll has 25+ years of local, regional, national and global strategic private/public entrepreneurial leadership experience as a business environment enabler/investment advisor (BEE/IA). Before serving as Director of Civic Investment for the City of Newport, RI, he served as Chief Executive Officer, Plymouth City Development Company, Plymouth, UK, and Executive Director, Front Royal-Warren County Economic Development Authority, Front Royal, VA; His professional fluency in Chinese led him to serve as China Officer, Massachusetts Port Authority, Boston, MA and Taiwan Desk Officer, US Department of Commerce, Washington, DC and Taipei, Taiwan.

Sarah Atkins currently serves in the City of Newport’s Department of Civic Investment as Grant Administrator. Her work in Rhode Island began at Social Enterprise Greenhouse as Program Director for their Newport programs. She went on to serve as Program Assistant and Interim Executive Director at the Aquidneck Island Planning Commission. Before having a family, she worked as the Assistant Program Director for International Programs at the American Refugee Committee, in Minneapolis, MN and Assistant to Al Perlmutter, a producer of documentary programming for PBS.

Our goal is to improve the quality of life as well as the quality of opportunity for all residents in the community by embracing these challenges and becoming a national test case for new technologies, delivery systems, and financial models. We also want to see how the public sector, with private and impact investors could cooperate in the development, execution and management of municipal “civic infrastructure.”
