Richard H. Mitchell

Director of Planning & Building

Richard joined the Richmond Redevelopment Agency in August, 1998 and he was appointed to the position of Director of Planning and Building in May, 2005.

He began his career in management with Johnson & Johnson in Menlo Park, California, then Procter & Gamble at corporate headquarters in Cincinnati, Ohio. He managed departments including marketing, strategic planning and employee
relations.

In his current role Richard has overseen the update of the City’s General Plan, approval of a $1 Billion Chevron modernization project and the entitlement of over 2,000,000 square feet of light industrial space and the entitlement of nearly 3,000 new residential units. Currently, he and his staff are working on a variety of plans and standards that will contribute to Richmond’s re-invention as a healthy, sustainable community, including the development of a specific plan to support establishment of a new Global Campus for the University of California. Richard recently completed 15 years as a Planning Commissioner in the City of Hercules.

Richard is a native of Richmond, California and holds a B. A. Economics and Urban Design from Harvard University and a M.S. in Planning and Development from the University of Southern California.
