Interim General Manager and CEO
Seattle City Light
Jim Baggs is the Interim General Manager and CEO of Seattle City Light.
Prior to his current appointment, Mr. Baggs served as Customer Service, Communications and Regulatory Affairs Officer for two years and as Chief Compliance Officer for five years. Previous “interim” assignments were as the Interim General Manager and CEO for nine months beginning in May 2015, and Interim Power Supply and Environmental Affairs Officer for sixteen months in 2012 and 2013.
Mr. Baggs’ experience in the utility field spans over 30 years. Prior to joining City Light in January 2011, Mr. Baggs spent three years at the Idaho Department of Water Resources and more than 28 years at Idaho Power Company. His expertise includes organizational strategy, regulation and ratemaking, transmission and distribution planning and operations, customer service, energy efficiency, renewable resources, regional strategies, energy market design, reliability, cybersecurity and regulatory compliance.
Mr. Baggs has previously served as Chair of the Members Advisory Committee for Peak Reliability, the reliability coordinator for the West. He is a member of the Northwest Energy Efficiency Alliance board of directors, the Public Power Council Executive Committee and the Western Washington University Institute for Energy Studies Advisory Board, and a former member of the boards of the Pacific Northwest Utilities Conference Committee, Energy Northwest, and the Western Interconnection Compliance Forum.
Mr. Baggs has a Bachelor of Arts degree in economics from the University of Colorado, a Master of Science degree in agricultural and natural resource economics from the University of Arizona and additional graduate work in agricultural and natural resource economics at the University of California, Davis. He is a Certified Compliance and Ethics Professional.
